Wasn’t the NHS crisis meant to be resolved by new care models?

NHS England’s Five Year Forward View, despite being broadly endorsed, hasn’t had much of an impact on how NHS executives actually carry out their duties. The document’s thesis—that creating new service models for the NHS held the key to resolving the triple crises of quality, health, and resources—seemed to win widespread acceptance. But now, 18 months later, the majority of leadership behavior occurs elsewhere.
